TERMINAL EXPANSION – ASSOCIATED AIRSIDE MODIFICATION WORKS

1  INTRODUCTION

1.1  This AIRAC AIP Supplement provides advance information on the implementation of the airside works associated with the Terminal Expansion Project at Tawau Airport (WBKW), including the temporary operational arrangements and restrictions applicable during the construction period.

2  BACKGROUND

2.1  The Terminal Expansion Project comprises landside terminal reconfiguration works and associated airside aircraft stand reconfiguration works. This AIP Supplement addresses only the airside works that affect aircraft operations.

2.2  The Airside Aircraft Stands Reconfiguration works comprise:

  1. Relocation of Utilities.

  2. Passenger Boarding Bridge installation.

  3. Parking bays reconfiguration.

  4. Associated civil, mechanical and electrical works.

3  CONSTRUCTION PHASING

3.1  The work will be implemented in the following stages:

  4. Associated mechanical and electrical works.

Stage 2B: Replacement and installation of new Passenger Boarding Bridges and new ramp within the existing area of Bays 1 and 201st April 2027
to
28th February 2028

  1. Piling works

  2. Installation of Passenger Boarding Bridge

  3. Concrete works

  4. Associated mechanical and electrical works.

4  AIRCRAFT OPERATIONS

4.1  Throughout the construction period:

Stage 1 Relocation of utilities within the Ground Service Road corridor – please refer Attachment ‘1’ and Supplementary Attachment “A”.

The existing GSE Road will be temporarily re-channelized throughout Stage 1.

  1. The work area will be segregated by temporary 3 m high hoarding.

  2. Passenger movements and tug-and-dolly operations within the apron area shall not be affected.

  3. Bay 1 to 6 aircraft stand operations are not affected.

  1. Temporary GSE Road Markings shall be provided in accordance with the GSE road re-channelization plan.

  2. Temporary tug-and-dolly access shall be provided to accommodate movements into the Baggage Make-up & Breakdown areas.

Stage 2A – Bay 3,4, 5 and 6 worksConstruction works affecting the existing Bay 3, Bay 4, Bay 5 and Bay 6 areas – please refer Attachment ‘2’ and Supplementary Attachment “B”

(Installation of new Passenger Boarding Bridges and ramps).

Existing Bay 3, Bay 4, Bay 5 and Bay 6 shall be closed and unavailable for aircraft operations.


Temporary aircraft parking positions will be established behind the cordoned construction area.

  1. Temporary pavement markings for Bay 3, 4, 5 & 6 will be provided to accommodate aircraft at the temporary parking positions located behind the cordoned area.

  2. Due to insufficient wing-tip clearance under the temporary stand configuration, simultaneous occupancy of Bay 5 and Bay 6 is not permitted. Only one aircraft may occupy either Bay 5 or Bay 6 at any one time.

  3. Apron Taxiway restricted to Code C aircraft operations only.

  1. Temporary tug-and-dolly access shall be provided to accommodate access to the Baggage Make-up Area.

  2. Temporary passenger access shall be provided to the existing staircase at Level 1 of the Terminal Building.

  

  1. Code D aircraft shall utilize Taxiway A for towing operations when entering or departing the affected apron areas. Simultaneous use of temporary Bay 3, 4 and 5 by Code C aircraft shall not be permitted during Code D aircraft towing operations.

  2. Engine start-up arrangements may be subject to temporary operational restrictions and shall be coordinated with Airport Operations and Air Traffic Control.

  3. Temporary GSE road markings shall be provided for the diverted GSE route at the cordoned construction area.

  4. All helicopter operations shall be confined to the designated helipad.

 
Stage 2B - Bay 1 and
2 works		Construction works affecting the existing Bay 1, 2 & 3 areas – please refer Attachment ‘3’ and Supplementary Attachment “C”

(Installation of new Passenger Boarding Bridge and ramps, and replacement of the existing Passenger Boarding Bridges and ramps)

  1. Temporary pavement markings for Bay 1 & 2 will be provided to accommodate aircraft at the temporary parking positions located behind the cordoned area.

  1. Temporary tug-and-dolly access shall be provided to accommodate access to the Baggage Breakdown area.

  2. Temporary passenger access shall be provided to the existing Baggage Reclaim Hall at Level 2 of the Terminal Building

 Existing Bay 1 & 2 shall be closed and unavailable for aircraft operations.

5  SAFETY MANAGEMENT

5.1  The following safety measures shall be implemented throughout the construction period:

  1. Work Area Demarcation: Construction areas shall be segregated from operational areas using temporary hoardings and illuminated low-height barriers.

  2. Temporary Airside Markings: Temporary aircraft stand markings, apron safety lines, GSE road markings and associated guidance markings shall be provided in accordance with approved staging drawings.

  3. Construction equipment and temporary structures shall remain within the approved obstacle limitation requirements throughout all stages of the work.

  4. Access Control: Access into construction areas shall be controlled and restricted to authorized personnel only.

  5. Foreign Object Debris (FOD) Management: Regular inspection and removal of Foreign Object Debris (FOD) shall be undertaken within operational areas adjacent to the works.

  6. Aircraft and Vehicle Coordination: Construction activities adjacent to operational areas shall be coordinated with Airport Operations and Air Traffic Services.

  7. Emergency Access: Emergency vehicle access to Aircraft Rescue and Fire Fighting (ARFF) services shall be maintained throughout all construction stages.

  8. Operational Lighting and Signage: Temporary lighting, and warning signs shall be provided where required.

  9. Daily Operational Coordination: Daily operational coordination meetings shall be conducted between Airport Operations, Air Traffic Services, Airlines, Ground Handlers and the Contractor.

6  CAUTION

6.1  Pilots, aircraft operators, ground handling agents and all airside users shall exercise caution when operating within the vicinity of the construction areas and shall comply with all temporary markings, signage, operational instructions and ATC directions.

8  VALIDITY

8.1  This AIRAC AIP Supplement will remain in force until 28th February 2028 EST. Any updates, changes, or cancellation to this supplement will be notified through NOTAM.
